Summary of Joint Bomba Professional Workshop and Forum 2016

A one day workshop titled “Joint Bomba Professional Workshop and Forum 2016” was organized by The Institute of Engineers (IEM), Malaysia in collaboration with Jabatan Bomba and Penyelamat Malaysia, Pertubuhan Akitek Malaysia (PAM), and Association of Consulting Engineers Malaysia (ACEM). The main objective of this workshop is to gain better legal insight and strategies to build a safer community since the amendments and revision to Selangor Uniform Building (2.0) By-Laws 2012 (UBBL) (Sel. P.U. 142/2012). There were 5 lecture session and 1 forum session.

The first lecture of the workshop covered the topic of “Building a Safer Community from Kuala Lumpur Fire and Rescue Department Malaysia 4E’s Perspective: Total Fire Cover Approach” (Speaker: PKPjB Khirudin bin Drahman@Hussaini, Director, Fire and Rescue Department Malaysia, Kuala Lumpur), where Tn Khirudin highlighted the importance of 4E’s principle (Engineering, Education, Enforcement and Emergency), fire safety management, and salient features in the Uniform Building by Laws 1984 and Fire Services Act 341 for the purpose of implementing total fire cover approach.

The second lecture was conducted by Ar. Chong Lee Siong (Pertubuhan Akitek Malaysia) on the topic of “Latest Amendments to UBBL 2012- Passive Fire Safety (Part VII)”. Ar. Chong highlighted the interpretation and practical applications of Atriums, Open Structures and Corridors and Fire Appliance Access in accordance to the Selangor Uniform Building (amendment) (No 2) By-Laws 2012.”

The third lecture was presented by Ir. Wong See Foong (The Institution of Engineers, Malaysia & Association of Consulting Engineers Malaysia) shared with the participants on the topics of “Latest Amendment to UBBL 2012  Active Fire Safety (Part VIII)”. This presentation is to introduce the amendments to the Uniform Building By-Laws that has been enacted to cover the active fire safety requirements. This paper will focus on the engineering aspects of the building by-laws under Part VIII.

The fourth lecture covered the topic of “Active Fire Submission” (Speaker: PgKB l Nor Mahathir bin Muhamad, Assistant Director of Fire Safety Division, Fire and Rescue Department Malaysia, Kuala Lumpur). His presentation is to emphasis on procedures for the building plans submitted for approval by the Kuala Lumpur Fire and Rescue Department. Focus will be on the active fire protection systems as to minimize repetitive errors and to enhance compliance on fire requirements. The department hopes that the approval of M & E plans can be approved in a short time period.

The last lecture, PgKB ll Nik Mohd Fadhil bin Salleh (Chief of Building Approval Branch for Fire Safety Division, Fire and Rescue Department Malaysia, Kuala Lumpur) shared with participant on the topic of “Passive Fire Submission”. The lecture is intended to emphasis on procedures for the building plans submitted for approval by the Kuala Lumpur Fire and Rescue Department. Focus will be on the passive fire protection systems as to minimize repetitive errors and to enhance compliance on fire requirements. The department hopes that the approval of architectural plans can be approved in a short time period. The workshop ended with a forum session which participated by Jabatan Bomba & Penyelamat (Bahagian Kuala Lumpur), IEM, PAM and ACEM.
